DIRECTOR GENERAL’S MESSAGE

 

The challenges facing the Kingdom of Lesotho today, include among several others unemployment, poverty, crime, HIV\AIDS, population explosion and environmental degradation. Realising all these challenges, the Institute of Public Administration and Management (LIPAM) has undertaken curriculum review of its courses and programmes.  LIPAM’s review of its offerings is not a change per se, but it is intended to critically look at them in the perspective of the current needs of the nation and the region as a whole.  The core term is relevance.

Locally, the first and main employer in the country is the public service and secondly the private sector.  LIPAM aims at developing capacity and capability of human resources in all sectors at all levels, through training, research and consultancy.  Such mission cannot be effectively achieved unless LIPAM’s courses and programmes are properly coordinated and focused to address the present day challenges.  Certainly, the clientele in the public and private sectors need to be relevantly empowered with knowledge and skills in order to enable them deliver effective and efficient service in addressing the current problems.  In this case the key is efficient and effective delivery of services by all the employees of either the government or the private sector.

 In view of these objectives the courses and programmes that have been reviewed or added at LIPAM are the result of several workshops, seminars and consultancies aimed at reinforcing the relevance of what is offered and why.

These courses and programmes emanate from the projections of the strategic plan worked out during mid 2004.  They now form the 2005 – 2008 prospectus.  At the end of each course and programme, an effort has been made to include samples of references to add credibility to the content.  This does not limit people or organizations who wish to look at other relevant materials, or clients who may request for specialized courses or programmes.  It should also be noted that programmes have been made multi-divisional in order to draw on the contribution of the relevant LIPAM Divisions.  In addition LIPAM is currently promoting research and project proposal writing as well as project management. 

It should again be emphasised that LIPAM should stand out as one of the Institutions whose mandate is to build individual capacity, growth and progress.  Furthermore, LIPAM’s obligation is to facilitate achievement of the set goals nationally and regionally.

INTRODUCTION

The Lesotho Institute of Public Administration and Management (LIPAM) takes this opportunity to present to the clientele the prospectus of reviewed and carefully selected courses and programmes.  This prospectus outlines the information needed by a client about LIPAM, starting from the short-term courses to the long-term programmes of each Division, the administration and the details of the faculty.

For over 28 years, LIPAM has endeavoured to satisfy its clients through tailor-made courses and services.  However, this current curriculum review has been urgently dictated by the apparent and relevant needs and requests of the clients.  Using a consolidated mode of teaching, research and consultancy, LIPAM intends to keep up with the changing challenges of the times.

With our highly qualified staff, LIPAM has now and again attracted achieving clients from the public and private sectors, eager for the taste of success and development in their respective fields of study.  Indeed, Human Resources development and training in efficient service delivery is our core business.

Moreover, it should also be mentioned that this reviewed prospectus (2005 – 2008), is published under the new LIPAM Administration of the Director General, the Director for Administration and the Director for Academic Affairs.  These three Heads have been very instrumental in making this possible.

It should be emphasized that the training courses and programmes are designed to meet the ever-changing needs of the clientele and also responding to the dynamic environment that prevails.  This applies the same to research and consultancy, which are professionally carried out at this Institute. 

Proper welfare of the participants is administered through cleanliness of LIPAM classrooms and surroundings, clean food and well-dressed waiters and waitresses from catering companies, all of whom originate in Lesotho.

All LIPAM’s efforts are dedicated and determined to offer the very needed capacity building to the public and private sectors and/or other organizations to which LIPAM renders services.

 LIPAM’S ACADEMIC DIVISIONS

Established in 1976 as a department of the Ministry of Public Service, Lesotho Institute of Public Administration and Management (LIPAM) has continued to serve the nation by providing training to Public, Private Sectors and Parastatals.

LIPAM is divided into the following five operational divisions that facilitate training:


PUBLIC ADMINISTRATION AND HUMAN RESOURCE DEVELOPMENT DIVISION (PAHRD)

The division aims at strengthening the knowledge and skills as well as changing the attitudes of middle and top management with a view to improve their efficiency, effectiveness and responsiveness in their job performance.  Its role is to act as a catalyst for change in organizations and assist them to achieve and maintain a competitive edge. 


FINANCIAL MANAGEMENT AND ACCOUNTING DIVISION (FMAD) 

The division aim is mainly to equip financial, accounting and materials management officers with necessary knowledge and skills to be more proficient in their jobs.  FMAD has also the aim to meet broader management challenges at corporate\senior and middle management levels for private, parastatal and government.  This is done so as to position the division as the leader in Lesotho in the provision of Management Development Programmes.  The addition of relatively new and dynamic spectrum of management courses bears the testimony to the unwavering resolve of the division to reach new frontiers.


 
INFORMATION TECHNOLOGY AND COMPUTER TRAINING DIVISION (ITCT) 

The division (ITCT) aims at imparting and improving theoretical knowledge and practical skills in computing and information technology applications.  It is concerned with the application of computers to a wide range of problems.  It provides organizations with an understanding of how software and hardware can be harnessed to help solving problems.  It provides an understanding of the many forms of interaction between humans and computers.

The division has a wide variety of career courses in Information Technology Programs to promote a greater awareness and cost-effective use of IT skills in the public and private sectors.  It is also in-charge of computerization of institutional functions and development of in-house software systems for clients as well as handling repairs and maintenance of IT equipment. 


GOVERNANCE AND SOCIO-ECONOMIC DEVELOPMENT DIVISION (GSED)

 The division aims at building capacities and enhancing knowledge and skills of those involved in sustainable development initiatives.  It provides solutions and guidelines on the best practices of good governance, administration, rural development, poverty reduction and disaster management.  It is particularly designed to link citizens and governance at local, regional and national levels to ensure sustainable development delivery that is just, environmentally friendly, good health for all and gender sensitivity.


ACADEMIC PLANNING, RESEARCH AND CONSULTANCY DIVISION (APRCD)

The APRC division has two major roles:

The first role is the academic planning whereby the division is responsible for the academic administration of the institute in consultation with the core training divisions. 

The second role is that the division gives leadership in all aspects of research, publications and consultancy management within the institute in the areas of Public Management and Human Resource Development, Governance and Economic Development, Business Management and Government Accounting, Information Computer Technology and Policy Formulation. 

The division has four pillars that take care of the roles as given, namely: Academic Planning, Research, Consultancy and Publications. 

All the divisions as outlined and described are the components of LIPAM, which is determined to offer the very needed capacity building to the public and private sectors and other organisation.
